Dear Marilyn, in the future please include your own reasoning before posting questions. In general we don't answer questions that are merely asking for explanation without the student having critically thought about the problem.

In this problem, let's say the top disease in a country affects 10% of the population. That is not reason enough to ask MOST ie 90% or so of the population to take medicine that will be useful only for 10%.
