According to "Google definition", to judge means to decide,to give an opinion. On the other hand, to ignore means to reject or to refuse.
I can't infer any relation between those meaning. Especially, that to judge can be used in a positive or a negative way,where to ignore imply permanently a negative meaning.
Could you explain more about the chosen answer with regards to my point of view?

Josef, I can try to explain what the item writer intended. We have in English the expression non-judgmental, which means as a person we ignore our negative or positive feelings about an event, action, or person.
Btw, GRE does not test vocabulary anymore, but we left this section intact because some students find them useful as a kind of flash card app to increase their personal word library.
