If the integer x is divisible by 3 but not by 2, then which one of the following expressions is NEVER an integer?

I took x =9 . When I did 3/7 the answer wasn't an integer . So how come the choice B is incorrect ??

E.g. when x=21 the quotient is 3 an integer while all rules apply, x divisible by 3 but not by 2.
