Let's evaluate the choices:
(A) is wrong, because creators of links to web pages may be creators of their own web pages, and therefore owners of the I.P. of those pages.
You can also eliminate (C) because we never read anything about privacy rights in the passage.
(D) is incorrect because the passage places the burden on the document owner for primarily controlling access to the document
You can eliminate (E) because we didn't ready anything about conversion to physical documents.
