Srujana, "inured to" means "accustomed to". Although it may fit the blank ok, it doesn't provide the contrast we are looking for against the totalitarian situation, where no one is "listening".

Caitlin, we are looking for a contrast for the reaction of a democracy to the reaction of a totalitarian regime. In the sentence, the totalitarian regime is said to be "not listening". The first two choices have a similar meaning with "not listening". The closest opposite of not listening is sensitive in this case.
