Leung, at least you should use the correct grammar to insult someone for being not good at grammar. It's: "to suck at", not "to be suck in".

Jennifer, even if "government bureaucracy" is singular, it is ok for a singular noun to possess multiple / plural nouns.
For example: "Jennifer's bags" or "Bags of Jennifer". Jennifer is singular (there is only one of you), but you can have many bags.

You haven't understood anything. The verb form depends on the subject. Since the verb is in plural form, also the subject should be plural. The best answer is (D).
