Why isn't the answer 'c'?
The rules say that 'Terry' occurs on the half hour, but the fifth spot would be occurring on the hour. Explain.

Although you are correct that the fifth SLOT begins on the hour (at 3pm), answer [c] specifies that Terry is the fifth PROGRAM. Remember that the five programs take up a total of six slots, because Generations is two slots (one hour) long. So, if Terry is fifth, it will be in the last single slot, which is on the half hour (3:30).
This is a possible configuration, as shown in the following schedule, which meets all of the stated requirements:
1:00 - 2:00 -- Generations
2:00 - 2:30 -- Ramblin'
2:30 - 3:00 -- Sundown
3:00 - 3:30 -- Waterloo
3:30 - 4:00 -- Terry
