Matt, this is my own thought process, not that of the solution writer's. Identity is about who you are as an individual, so it is a process of discovery. Politics is about advancing an agenda using inspiration or pressure. The main idea or agenda in the passage is multiculturalism. So I interpret that phrase to mean the pressure upon individuals to belong to any one of the various cultures that exist in America.
