Matthew, one reason that doesn't work is because pejoratively and manifestly can be viewed as synonymous in this usage. Declines means the theory was aware of man being violent but decided not to incorporate it. Fails is the only word that works well, and by eliminating pejoratively and manifestly as synonymous in this context, the remaining option must be the correct ine.

Well, there is no doubt that fails for the first blank is correct! My beef is this: there is the assertion that man is violent, so for me,it is an open secret. Therefore any theory that fails to take account of this is openly flawed. So the second blank must have manifestly .
