"To avoid collapse, Russia must increase GNP by 20%" to "If Russia does not increase GNP by 20%, it will collapse". Or:
~20% ---> Collapse
But, it does not follow that if Russia increases GNP by 20% that it will not collapse. In other words, "20% ---> Not Collapse" is not true. There may be other conditions necessary to prevent a collapse.
So C is very tempting, but incorrect.
