It says he was charming when he met people but not that he was a charming individual overall. So how is c correct?

A bit misleading, however the statement that he was charming was not attached to the fact people lived him.

As stated in the Hint: If Picasso was charming, and Art is a Picasso fan, then Art is a fan of a man who had great charm. Hannah, c is incorrect. And the statement said "he was incredibly charming" which is equivalent to "he had great charm".
