How do we know that J is in the 8th position since none of the conditions indicate where J should be?

We know that we have:
P,G...K
L...K...M
T...M
-and-
H,L...J
Now, let's look at the chains that we've created.
Only M and J can come last (8th). (Don't be fooled by the P,G...K chain--K must come before M.)
The Stem Rule says M is 7th. Therefore, J must be 8th.
