Answer A still seems wrong to me, for it says that it infers that a part has a quality because the whole has that quality. It should be opposite. Because a part has that quality (Southern Tier Project) then the whole (Bridge project) must have that quality.

The bridge renovation was a part of the Southern Tier Deal. The fact that the latter was wasteful doesn't mean the former was as well.
