Hola Aggie,

Let's start with what we know.

Rules 1- 3 give us:
[most votes.......least votes]
J...O...K...M

Rule 4:
7th: ~N

Rule 5:
L...P...N/O

So, based on our chains, we've got two candidates for last place/least votes:
M, N.

But wait, N can't be last (Rule 4). So M must be last.

How 'bout the next to last slot (6th)?
Looks like we could have K -OR- N in the 6th slot.
Now it's looking like "(A)" will be the answer.

Let's look at the other end of the sequence to make sure. Looks like L -OR- J could be 1st (most votes).

So the only position we know for sure is M's. M must be last. Choice "(A)" is our winner.
