Seemed to me that the point was that wasting all that money on expensive equipment is useless because of the fact that they hasn't found anything yet. I don't think that it can be conclusively stated through this passage that scientists will NEVER find extraterrestrial life. How could one know that?

Just seems to me that they are harping more on the fact that we are wasting money thinking that expensive equipment is going to help.
