Here's what the doctor is saying:
The simple fact that therapy is better than nothing is NOT a good enough reason to support its use. You must take other things into consideration.

Another way of wording this is to say that the fact that therapy MAY be effective is not sufficient reason to use/prescribe it.
NOTE: The statement above mirrors choice (E).
