I bit off on 'D' because the first sentence says "thirdly" suggesting there's something bigger going on. It also brings up airplanes in the middle of the passage. And the last sentence brings up oil. So I concluded that the oil supply was the main concern here and everything else are examples.

Any feedback is greatly appreciated. Thanks!
