Matthew, according to the solution writer, this in an application question that goes beyond the passage; so you can't really deduce it from any of the paragraphs, but you have to draw a logical conclusion into the future based on the premise of the question.

Logically, "c" would make more sense than the choice stated as correct.
With minority groups "molding the larger culture, even as they are molded by it"; does not logically follow that these minority gropus would all become part of one single culture. They would have the opportunity to mold the larger culture; possibly by shaping into not only allowing but supporting and valuing minority cultures, which would then exist as part of the larger society.
There is no way one could logically deduce that the "correct" answer is more correct than c.
