Choice B does not use the word "they". Also, "enacted" is used. In addition, no other country is mentioned in this passage so why is it necessary to repeat "The United States" in the second portion of this sentence? The correct answer seems unnecessarily verbose. Please justify why the correct answer is not "B".

Jon, as explained in the correct answer page, choice B is technically ok, but it is unclear as to who enacted the Marshall Plan due to the passive voice.
Choice D uses United States instead of "they", because when used as a country, the United States is singular.
