CR, there is nothing in the passage that says that mining helium-3 on the moon is not feasible. If it were not at least remotely feasible, the idea would not have been discussed in the first place.

The passage is arguing that even if the technology is feasible, the time required to develop such a technology would not be sufficiently fast enough to solve the world's energy problem. Hence the answer is D, and not A.
