Couldn't (0.036)^(1/2) also have the negative root of -0.189, making the answer (D)?

Roma, no. The root of a real number is always a positive number. You are confusing the root operation with the solutions to the algebraic equation x^2 - .0036 = 0, which can be solved by factoring into (x+.189)(x-.189)=0
