P is (1,4)... I think you meant choice E to be (7,1) and not (1,7). Or was it on purpose to challenge your users? ;-) On the upside, I am now much clearer about the distance formula and looking at graphs...

Can you please explain why you chose (4,1) directly without checking other numbers, I'm totally lost!

Sudad, you can try to solve the problem formally using the distance formula. But, many times in a standardized test you want to see if there is a glaringly obvious choice. In this case, we are asked which point has a distance to P that is 3x the distance to Q (yes, English phrases can be confusing).
Try locating the points on the grid, and it is obvious that (4,1) is the answer.
