Couldn't choice B be correct also? If you use f(0)=3 and you use it in the equation f(x)=x^2+3 then 0^2+3 = 3

Kim, it is true that the function works for the value 0. However, it has to work for every x. If you plug in x=-1, for example, you get (-1)^2 + 3 = 4, not 1 as the f(x) value in the table. Hence, B cannot be correct.
