Can Statement 1 be proved with another example other than -4/5 ? Or without any numerical values just using the basic algebra without substitution

Yes, you can. Based on the statement I. x = y,

you can simplify the equation x # y = x +y/4 = -1 to:
x + x/4 = -1, (replace y with x)

then:
x(1+1/4) = -1
x(5/4) = -1
x = - 4/5

So we know x = -4/5 and y = -4/5 will make x#y = -1, while x = y
