Assuming that the above statements are true, which one of the following must also be true?
(A) If ethnic strife continues in Russia, then a 20% increase in GNP will be unattainable.

Why is answer C not true?

"To avoid collapse, Russia must increase GNP by 20%" to "If Russia does not increase GNP by 20%, it will collapse". Or:
~20% ---> Collapse

But, it does not follow that if Russia increases GNP by 20% that it will not collapse. In other words, "20% ---> Not Collapse" is not true. There may be other conditions necessary to prevent a collapse.

So C is very tempting, but incorrect.
