If the maximal force of friction is 800 N and the man pushes with 800N would those forces not balance out and the washer not move

Dane, once the static friction is overcome, the kinetic friction takes over. The washer will not move until 800 N of force is exerted. The kinetic friction is .6*1000N or 600N, and so the washer will continue to move as long as the man applies >600N of force. You can actually try to do this at home. Try pushing a heavy box with no wheels on in. Once it moves, it will be easier to push because kinetic friction is lower than static friction.
