Hello, Force is a vector, so it can be positive or negative depending on how you draw the x or y axis. In this case, indeed you can say it's -2N, if the positive axis were pointing upward. Since we are not given the reference axes, we can choose ones that benefit us in calculating, so the explanation assumes the positive axis points downward.
