Joel, did you diagram the problem? Take a look at the attached matrix as an example of how you want to approach problems like this. Now, let's analyze the answer choices. Take a look at those that we can cross out.
A is possible, but hold that thought.
C is out, since F can't be in the same recipe as N.
E is also out since it violates the "no more than 3" rule for an appetizer.
How about D? Well, it does not include G, which must appear together with N, so it is out.
B is out, too. Since the appetizer must include one ingredient each of the pairs (S, T) and (F, N), it must already contain 2 ingredients other than G, L, or P. If the recipe includes G and N, it must also include F and either S or T -- then it will violate the "no more than 3" rule.
We are left with A, and as is shown in the diagram, A satisfies all rules.
