Why are we assuming x or y is negative? Couldn't they also be equal to 0 or a fraction?

Jessica, you are right. The author made a mistake here and the answer should have been D in this case. We will correct this mistake in the next version. The answer would have been B, as in the explanation, if it had been x < y < 0.
